Brief History of the College

The roots of the College of Engineering (COE) run deep into the history of Philippine teacher education. Originating in 1917 as an experimental vacation training school of the prestigious Philippine Normal School (now Philippine Normal University), the institution was established in Laoag City to prepare exemplary primary educators and normalites for Northern Luzon.

Over the following decades, the school expanded to meet the growing need for specialized educators. On June 19, 1952, it was formally chartered as the Ilocos Norte National College (INNC), conferring four-year Bachelor of Science in Education degrees. In 1963, Republic Act 3705 elevated it to the Northern Luzon Teachers College (NLTC), establishing the region's first graduate education curricula. In 1976, it was renamed the Northern Luzon State College (NLSC).

On January 6, 1978, Presidential Decree 1279 merged the historic normal college into the newly established Mariano Marcos State University (MMSU) as its flagship College of Teacher Education. Today, COE stands as a CHED Center of Excellence with AACCUP Level IV re-accredited degree programs, consistently producing licensure examination topnotchers, distinguished researchers, and leaders shaping the educational landscape of the Philippines and Southeast Asia.
